Political scientists say the outgoing Saulius Skvernelis government stood out not only for its technocratic composition but also for its self-destructive rhetoric. In their view, this cabinet has indeed done a lot of work that it can be proud of, but it has not escaped the many scandals that have cost some ministers positions. In four years, a total of eight ministers have changed, some several times.
